Article 1. Purpose

 

The purpose of the Poomsae competition rules is to manage fairly and smoothly all matters pertaining to Poomsae competitions at all levels promoted and/or organized by the WTF, its regional unions, and its member national federations, Ensuring the standardization and application of the Poomsae competition rules throughout the WTF community and the world.

 

 

Article 2.  Applications

 

The competition rules shall apply to all competitions promoted, sanctioned or organised by the WTF, each regional union and each member National federation. However any National federation wishing to modify or change any part of the Poomsae competition rules must first gain approval of the WTF.

 

Article 3. Competition area

 

The competition area shall comprise a contest area measuring 12 X 12 metres, It shall have a flat surface without any protruding items, The contest area shall be covered with an elastic mat (WTF Approved) or wooden floor, However the contest area may be installed on a platform 0.5 to 0.6 metres high from the base, and the outer part of the boundary line shall be inclined with a gradient of less than 30 degrees for the safety of the contestants.

 

3.1. Demarcation of the contest area

   1.) The area 12 x 12 shall be called the contest area

   2.) The demarcation of the contest area shall be distinguished with a 5cm white line

3.2 Indication of position

   1.) Judges,

        There shall be seven (7) judges who shall sit 1 metre away from the contest area           with 2 metres between judges, 4 judges shall sit facing the contestants (boundary line 1) and 3 shall sit behind the contestant’s (boundary line 3), Judges shall be positioned and numbered in a clockwise direction.

In the case of a 5 judge system being used 3 judges shall sit at Boundary line 1 and 2 judges at boundary line 3.

   2.) Referee,

The referee (senior judge) Shall be the judge positioned at number one in the judges positions.

   3.) Contestants.

The contestant shall be positioned 1 metre back from the centre of the contest area, towards boundary line 3, the start position shall be approximately 40/50cm in size,  

In the Pairs and team performances all contestants must face boundary line 1 and the start positions may be freely made.

4.) recorder

The recorders desk shall be positioned Outside the contest area, 2 metre away from the centre of boundary line 2.

5.) Competition coordinators

The competition coordinator shall be positioned 1 metre away from the corner of boundary lines 1 and 2

 6.) Standby for contestants and coach

Standby position for the contestants and coaches shall be 3 metres away behind the corner of boundary lines 3 and 4

 7.) Inspection desk

The inspection desk shall be positioned at the entrance to the contest area outside and at the corner of boundary lines 3 and 4. or in consideration of the facilities at the field of play.

 

Article 4 Contestants

4.1 Qualification of contestant,

1. Holder of the Nationality of the participating team.

2. One with recommendation from the National Federation

3. Holder of Taekwondo Poom or Dan certificate issued by the Kukkiwon or WTF

4. Junior division (14-18 years old)

5. 1st Senior division (19-30 years old)

6. 2nd Senior division (31-40 years old)

7. 1st Masters division (41-50 years old)

8. 2nd Masters division (51 years and older)

4.2 Contestants uniforms

1. Contestants shall wear only WTF approved Uniform at Poomsae events organized or sanctioned by the WTF

4.3 Medical control

1. At the Poomsae events promoted or sanctioned by the WTF, any use or administration of drugs or chemical substances described in the WTF anti-doping rules is prohibited.

2. The WTF may carry out all medical testing deemed necessary to ascertain if a contestant has committed any breach of the anti-doping rules, and any person who refuses to undergo this testing or who proves  to have committed such a breach of this rule shall be removed from the final standing and the result amended accordingly.

3. The competition organizing committee shall be responsible for making arrangements to carry out medical testing

4. All matters relating to doping shall be handled according to the procedures of the WTF anti-doping rules

 

Article 5.  Classification of competition

 

1. Men’s Individual (5 categories)

2. Womens Individual (5 categories)

3. Men’s team (2 categories)

4. Women’s team (2 categories)

5. Mixed Pairs division (2 categories)

 

Note, 

Athletes are permitted to participate in 2 or more divisions at the same competition.

e.g. Individual, pairs and team.

 

Article 6. divisions by gender and age

1. Men, women, and mixed pairs divisions shall be divided according to age

2. There shall be no specific limitation to Poom or Dan grade for team and pairs divisions

3. Male female and mixed divisions are as follows

 

    Junior division 14 to 18 years

    Individual male / individual female

   1st Senior division 19 to 30 years

   Individual male / individual female

 

  2nd Senior division 31 to years

  Individual male / individual female

 

  1st Masters Division 40 to 50 years

Article 7. Method of competition

 

7.1. All international level competitions recognized by the WTF shall be formed by the participation of at least 5 countries with no less than 5 contestants in each division.

 

7.2.    The Systems to be used will be from the following

1.      Cut off system (world championship format) 1 contestant at a time

2.      Single elimination system ( 2 competitors together) knockout

 

 

Cut of system elimination process

Preliminary round,

All competitors shall participate in this round, performing one poomsae from the 1st compulsory Poomsae section. 50% of the competitors with the highest scores shall advance into the next round (semi final).

Semi final

The 50% (with the highest score) from the preliminary round shall participate in this round and shall perform one Poomsae from the 2nd Compulsory Poomsae section. From this semi final the top eight (with the highest scores) shall compete in the Final.

Final

The top eight (highest scores) from the semi final shall compete the final and shall perform (on separate occasions) 2 poomsae, 1 from the 1st and 1 from the 2nd compulsory poomsae sections. These 2 poomsae shall be different from those already performed in the previous rounds and shall be scored separately

Tied scores (scores from previous rounds shall not be included)

In the preliminary and semi final all competitors tied in equal place for advancement into the next round shall proceed into the said round. In the case of a tied score in the final (for the medal positions) The system to decide the winner shall be as follows.

1st decision, the highest and lowest discarded scores shall be re-instated to determine the winner

2nd decision the performer with the highest presentation score shall determine the winner

3rd decision if still tied, a rematch shall occur (using a different Poomsae from either section not previously performed)

Article 9 Duration of contest

 

9.1 Duration of contest this shall be no longer than one minute and thirty seconds from the command of Shijak, this shall apply to all divisions.

Failure to compete the required Poomsae in this time shall result in deductions from the final score.

 

Article 10 Drawing of lots

 

10.1 The drawing of lots shall be done one day prior to the first competition day in the presence of WTF officials and representatives of the participating Nations, The drawing of lots shall be done in alphabetical order in English, using the official names of the participating Nations in accordance with the order of classification in article 6.3

10.2 The drawing of the required Poomsae to be performed may also be dealt with at this time.

10.3 Officials for the drawing of lots shall be used to draw lots on behalf of participating Nations not present.

10.4 The order of the draw may be changed according to the decision of the head of team meeting.

 

Article 11. Penalties & prohibited acts

11.1

Penalties for prohibited acts shall be declared by the referee and deductions shall be made by the recorder

11.2 Penalties shall be declared as Gam Jeom and shall incur a 1 point deduction.

11.3 The following acts shall be classified as Gam jeom  and will incur the above penalty

 

1. Uttering undesirable remarks or  making any action that could be interpreted as misconduct or failure to obey the excepted principles of respect or conduct by either the Contestant or their coach.

2. Any Athlete or coach who interrupts or stands in the way of any of the competition officials or impede in any way with the smooth running of the competition.

3.Any athlete or coach spreading false rumor or stirring up the spectators in an undesirable way  shall be deemed unacceptable behavior.

Article 12 Procedures of contest

12.1 Call for contestants,

Contestants shall be called 3 times, beginning 3 minutes prior to the scheduled start and then at one minute intervals until commencement of that division. Any contestant who fails to appear at the designated place by the commencement of that division shall be deemed to have withdrawn, and shall be eliminated from the contest.

12.2 Inspection.

On arrival at the designated place the competitor shall undergo physical inspection at the Inspection desk, for Uniform and any other required inspection deemed necessary.

 

12.3 Entering the Competition area

Following the inspection the contestant shall wait with his coach in the designated position.

12.4 Starting and finishing the contest

The performance shall begin with the command of Joon-bi and then Shijak, and shall end with the command of Baro, These commands shall be declared by the competition co-ordinater.

12.5 Pre and Post contest procedures

On the command of Shijak the recorder shall commence the timing of the performance

After the command Baro the contestant shall stand in his final position and make a standing bow on the command of Charyeot , kyong-rye, the contestant shall await the publication of the scores before leaving the contest area.

12.6 announcements of scores

The final score for the performance shall be declared and/or announced immediately.

 

Article 13. competition coordinators

13.1 The competition organizing committee shall nominate 1 or 2 coordinators who shall be responsible for the smooth running and unimpeded progress of the competition.

13.2 the coordinators shall be responsible for verifying the contestants identities, assisting the competitors to their respective positions and making the relative commands as previously described.

13.3 The coordinators should have the relative Taekwondo experience to fulfill these duties

 

Article 14 Scoring criteria

Scoring shall be made in accordance of the rules of the Kukkiwon and WTF, the scoring shall be made in the following 2 sections by separate scores

14.1  Accuracy (Correctness of Poomsae) this shall be made by the accuracy and correctness of the Poomsae, its included techniques and basic movements. 

14.2 Presentation, This shall include, Skill, (accuracy, speed, power, balance etc)  and expression (strength, energy, harmony rhythm etc)  

14.3 More detailed scoring criteria shall be stipulated in section 15.

  

Article 15 Methods of scoring

 

15.1 The total score shall be 10.0, this shall be made from the addition of the Accuracy score (Maximum 5.0) and the presentation score (maximum 5.0)

 

Accuracy section Basic score 5.0, deductions from this section shall be in the form of

0.1  deduction for small mistakes or poor applications

0.5 deduction for large mistakes or incorrect moves  

Examples

0.1  may be deducted for the following

Stances to long, Blocking to poor target area, eg (above shoulder for middle section)  poorly executed techniques, omitted kihap extra head movement

0.5 may be deducted for the following

Wrong stances, (making back stance instead of long stance)

Wrong block (making knife block instead of fist block)

Mixing up patterns etc

 

Presentation section,  the basic score shall be 5.0, deductions in this section shall be in the form of 0.1  or 0.5

 

Examples of 0.1 deductions could include the following

Small imbalances,

Small hesitations

Incorrect speed. To slow or to fast

Incorrect use of power to strong or to weak

Lack of co-ordination

Lack of rhythm

Wrong connection of movements

 

Examples 0.5 deductions could include the following

Large imbalance of fall

Large hesitation

Any action deemed greater than in the 0.1 section

Exceeding time limits #

Crossing boundary line #

Restart #

 

Note; A stance to long which is poorly executed could result in a deduction from both the accuracy and presentation sections.

 

Repeated similar mistakes will result in its relative deduction a maximum of 5 times example a weak blocks shall be deducted 0.1 on 5 separate occasions

 

# items marked with # deduction shall be made by the recorder.

 

15.2 Calculations

Both accuracy and presentation scores will be evaluated and presented simultaneously

The calculation shall be made after deducting the highest and lowest scores from each section (accuracy and presentation)

The calculated total score after all the deductions shall be the final score.

 

Article 16 publication of scores

The final score shall be announced immediately after collecting the judges scores and removing the highest and lowest scores and any penalties incurred.

Judges shall input deduction points on the electronic scoring instruments case by case during the performance of the poomsae, and total scores shall be automatically displayed on the monitors.

In the case of a manual scoring system the co-ordinator shall collect the score sheets and convey the final score and results from the recorder to the competitor immediately after the calculations have been made.

 

Article 17. Decision and declaration of the winner

 

17.1 The winner shall be the contestant with the highest points in total.

17.2 In the case of a tie score after all re-calculations have been made a rematch shall be conducted by the tied contestant  

17.3 The re-match shall be used using one of the remaining poomsae not previously performed; previous scores shall not affect the re-match score. 

17.4 tied score after re-match (see article 7)

17.5 available decisions

 1. Win by highest score

 2. Win by withdrawal of opponent

 3. Win by disqualification of opponent

 

Article 18. Procedures for suspending contest

 

When the contest is stopped or suspended due to injury or other reason the referee shall take the following action, 

The referee shall suspend the contest and order the  time keeper to suspend the time keeping by announcing shigan (suspend) or kye-shi (suspend)

If first aid is required the referee shall allow one minute to receive treatment

Should the contestant not be able to continue within one minute even if the injury is slight the contestant shall be eliminated from the contest.

 

Article 19. Refereeing officials

 

19.1 Qualifications, Judges shall be the individuals who hold an International Poomsae referee certificate issued by the WTF

19.2 Referee (senior judge) Shall be the holder of a 1st Class Poomsae referee certificate registered with the WTF

19.3 The referee (senior judge) shall be required to score the contest. 

19.4 Judges shall be responsible for documenting (manual) and presenting (electronic) scores

19.5 Referee and judges shall give their opinions in an open and honest manner when requested by competition officials.

Classification of officials WTF, referees shall fall into the following categories

3rd class judges, shall hold the International Poomsae judges certificate and be holders of Kukkiwon 4th or 5th Dan certification, 3rd class judges shall be eligible to judge all junior divisions

2nd class judges, shall hold the International Poomsae judges certificate and be holders of Kukkiwon 6th or 7th Dan certification, 2nd class judges shall be eligible to judge all junior and senior divisions

1st class judges, shall hold the International Poomsae judges certificate and be holders of Kukkiwon 8th Dan or higher certification, 1st  class judges shall be eligible to judge all junior , senior and masters divisions.

Uniform, Refereeing officials shall wear the Uniforms designated by the WTF.

 

Article 20 Recorder

The recorder shall time the contest, including suspended time, shall calculate record and make designated deductions from the final score, and announce or display the final scores.

 

Article 21.  Formation and assignment of refereeing officials

 

Composition of judges,

7 judge system, 7 judges shall be used including 1 referee (senior judge)

5 judge system, 5 judges shall be used including 1 referee (senior judge)

The choice of 7 or 5 judge system shall be decided dependant on the number of contestants in the particular division.

 

Article 22 Other matters not specified in the rules

 

Article 23. Arbitration and sanction

 

Appendix applicable to BTCB

 

Classification of officials BTCB

referees shall fall into the following categories

 

3rd class judges, shall hold the BTCB Poomsae judges certificate and be holders of Kukkiwon 1st or 2nd Dan certification, 3rd class judges shall be eligible to judge all junior divisions  

2nd class judges, shall hold the BTCB Poomsae judges certificate and be holders of Kukkiwon 3rd or 4th Dan certification, 2nd class judges shall be eligible to judge all junior and senior divisions

1st class judges, shall hold the BTCB Poomsae judges certificate and be holders of Kukkiwon 5th Dan or higher certification, 1st  class judges shall be eligible to judge all junior , senior and masters divisions.

Only judges with class 1 certification shall be considered for  upgrading to WTF International judge status, through the BTCB Poomsae judging department only.

 

Uniform, Refereeing officials shall wear the Uniforms designated by the BTCB

 

Kup grades

Kup grades may be catered for using similar methods to those for Dan grades, It is preferred that the single elimination system is adopted for kup grades, with a progressive poomsae requirement
